I wonder if it's in part to do with the Victoria line being fully Underground as to why it's deemed the dirtiest. There is not as much overall ventilation (thus more trapped heat) throughout the route compared to the Metropolitan line, which apparently is the least dirtiest line and by coincidence does the least mileage in tunnels.... not to mention bigger trains with better air circulation.

I wonder which bus routes they undertook the test on. My experience is that there is a wide difference in cleanliness between buses and it is not just different Operators, sometimes there are differences between garages under the same Operator.
