Just had a quick look. Seems as if the DfT wants two long distance franchisees running into Paddington - one serving Bristol / S Wales / Cheltenham / Oxford and the other serving the Berks and Hants line plus Reading - Gatwick. Both franchises would have a mix of local, semi fast and Express services to look after. It would create 3 operators between Reading and Paddington if we include Crossrail and 4 on the Paddington approaches with HEX still operational. And a Grayling led DfT simply can't bring itself to mention TfL, devolution or moving the West Ealing - Greenford line to TfL control. Instead it only mentions Chiltern as another possible operator.
The sooner this ludicrous ideological idiot is shifted out of the DfT the better.
