I see this as a way to persuade the young people to vote Labour, personally I don't think it's a good idea. Under 18s/some 19 y/o don't have an income coming in so they should be entitled to free travel but students get student loan to pay for their travel, whether its spent on that is another matter entirely while adults have means of paying for their travel. The second way of looking at it is an attempt to get people out of cars. As me and my friends have all started driving over the past few months our days of going on days out on Public Transport are almost over. Only our trips to Central London these days involve Public Transport. The reason is simply because if we squash 4/5 people into a car it just works out far cheaper than the train would, including petrol costs. Not to mention we are free to do whatever we want in a car, eating whatever we want without inconveniencing other passengers and having car sing alongs etc The only way to solve this would be to reduce the train fares, but in a way I don't want that to happen if it'll lead to a black hole in income which will then lead to a lower quality in services. It's just going to be an endless cycle.
