The key question is if it is a full response or a partial one with some changes subject to more review.

I think it is other way round, as follow up emails to those who submitted a comment usually contain a link to updated document, so document needs to be uploaded, and link created, before link is emailed.

Fair enough. I have seen updates go out to people at 2300 or so whereas it wouldn't dawn on people that there'd been an update until the following day. You are right about the need for links to work. Last time I got an "early" reply the links were working. This set of changes may be embargoed until gone midnight as I'd not be shocked that the Mayor or Deputy Mayor for Transport feel the need to "say something" about the outcome (regardless of what it is). These changes are politically sensitive for Labour given Labour councils have been complaining about them.

I'm sure in the past I have had an email pop up about 11am. I seem to recall around that time for the Oxford Street changes and Crossrail final announcements.

I wouldn't be surprised if the updated page didn't appear until Maundy Thursday, but that is possibly too cynical even for me.

4, 46 & 134 all going ahead too from 15-June Why would TfL either give 134 electrics or go ahead with the proposal if it doesn't enter ULEZ? A waste of resources in my opinion. The should give them to a route with a similar PVR that enters the ULEZ.

The link has also been updated. The bulk of the changes are going ahead with the 11, 19, 22 and 311 changes not happening.
