Route N18 will STILL run
However, what is planned if this route goes ahead is the journeys that only run to Sudbury from Trafalgar Square would be discontinued

The reason it's not being named N114 is because it doesn't go the same route, the only part it is with the 114 is Ruislip to Ruislip Manor Station

Smart proposal in terms of how the N18 and N518 timetables will be coordinated over the common section. I’m not sure about the routing to Ruislip though. What TfL seem to be saying is that the 487/398 corridor has strong enough night bus demand for such a service. It’s been decades since I lived in that neck of the woods. Perhaps someone local like COBO can comment on 487 and 398 loadings in the very late evenings. I would have thought something mirroring a night tube routing to Ruislip would be better used: from Sudbury Town route 92 to Whitton Avenue, right turn into Whitton Avenue West, 487 LOR to South Harrow, 398 LOR to Ruislip. A slight tweak to the proposed LOR, but overall this helps to fill a huge gap in the night bus and tube network. I agree with your proposal to serve South Harrow by following the routeing of the 398 along Northolt Road and Eastcote Lane, that would increase the catchment area of the route and avoid the cost of four new bus stops on the southern section of Alexandra Avenue.

As someone pointed out further up the thread, it seems sensible to extend this route to Uxbridge, then it would mirror the Metropolitan Line to some degree. It would be too long a journey from Trafalgar Square to Uxbridge. A potential would be to run a night route from Harrow, or even when the U3 is extended to Ruislip in April (to be confirmed), convert that to 24 hour to provide a all-time connection from Ruislip to Heathrow via Uxbridge

I'm very suprised about the consultation, Ruislip can finally have a night service. I hope TFL makes more consultations to do with night and 24-hour routes.

I'm sure there's some 2 digit numbers that could be been used I get the 518. I guess they use the 5 prefix to indicate a route that only runs at night time only, but also signals it doesn’t fully parallel another route. Much like the N550 and N551. Personally following this number pattern I’d renumber the N97 to N597, N20 to N520 and N5 to something like N555 for uniformity (in a drawing with crayons world obviously)
