Well, it looks like they got their facts wrong somewhere along the line ......
"The East End will also get more trains as the Hammersmith & City line will be extended to Barking and Plaistow rather than Aldgate at present."
The H&C already goes to Barking, so do they actually mean the Metropolitan Line?

They are confused, but what will happen is that the Hammersmith & City line will no longer terminate at Whitechapel and all services will run to Plaistow or Barking.

Will there still be a Hammersmity and City Line?
My understanding was that the Circle and H & C were to merge into one T-cup shaped Service (Hammersmith - Edgware Road - King's Cross - City - Victoria - Notting Hill - Edgware Road), and the Met was to be extended eastwards along the old H & C.

You are right that was one of the ideas considered, but it was rejected a while back. London Reconnections has the full break down of the details: - The Circle Line to run from Hammersmith to Edgware Road via Kings Cross then Victoria at 6tph.
- An increase in frequency between Hammersmith and Edgeware Road to 12tph.
- The Hammersmith & City to lose reversing facilities at Whitechapel, with trains running further east.
- District Line services from Wimbledon to increase from 7tph to 9tph at peak.
- The Metropolitan Line beyond Baker Street to increase from 14tph to 15tph at peak.
- The Olympia Branch of the District Line to become 3tph.
- District Line services through Hammersmith to drop from 14tph to 13tph at peak.
- Edgware Road to Wimbledon on the District likely becomes 6tph

For example Kings Cross to High Street Kensington.

The frequency on the Hammersmith & City line is not increasing, what the Standard were getting at is that with the additional Circle line trains it will double the frequency on that section of the line (Hammersmith to Edgware Road) to 4tph.
Another side benefit of this change is that from Paddington all trains towards Liverpool Street will now leave from the H&C platforms rather than being split between those and the circle ones, so will make it much easier for people using the station.

Oh, now that will be a major improvement. It's also alot easier getting to the NR platforms from the H&C line rather than the Circle line. On a side note, are they actually going to rename the Circle line to a simple plain H&C line. Surely the term "circle" would be made redundant as such as there would be no circular service anymore. Just a thought i had ;D

What's goign to happe, if I understand correctly, is that there will be two services operating on the Hammersmith - Edgware Road segment:
- Hammermith - Edgware Road - King's Cross - Victoria - Edgware Road1 - Hammermith - Edgware Road - King's Cross - Whitechapel and further east
Presumably the current Hammersmith & City Line name will remain as it is. If they were to rename the Circle as Hammersmith & Circle, then I suspect the punters would be a bit confused about the 2 H&Cs.

NCT, I am not sure if it was just a typo but the Circle line will be Hammermith - Edgware Road - King's Cross - Victoria - Edgware Road rather than back to Hammersmith.

It is bad enough as it is at Edgware Road woth "blocking back" a regular occurence waiting for a platform! This will only get worse when you try and reverse twice as many trains in same two platforms!!
