I think this will be awkward. I think that they should just make two branches for the Hammersmith and City Line 1.) Hammersmith via Kings Cross 2.) Edgware Road via Victoria 3.) Extend Metropolitian line (one in 2/3 trains) to Tower Hill so people may connect from Aldgate via Victoria Branch of the Hammersmith and City Line
Discontinue Circle Line - Done!!

There is no way to reverse west to east at Tower Hill and sending that few trains would result in a 20 or 30 minute service! I don't quite understand the rest of your post!

It is bad enough as it is at Edgware Road woth "blocking back" a regular occurence waiting for a platform! This will only get worse when you try and reverse twice as many trains in same two platforms!! i think from memory, long time since I was there, there's at least one siding at Edgware Road, could be used during the day as an extra platform?

LU keep spouting that there is no way to stop late running by reversing late Circles, which is nonsense - either reform or divert to Hammersmith or Moorgate! Surely sending a train all the way to Hammersmith and back out is going to take it off of the Circle line for at least half an hour? Also if you turn around a train in one direction you would need to do it to one going the opposite way too which could just cause as much trouble as it causes.

Edgware Road has two sidings. There are no platforms for them. There may well be a day when the station is remodelled, maybe with an extra platform (as the sidings are too long for S Stock). This would really on happen I think if the air space over the station was developed. You would only reverse the one train. ie: late running outer rail (clockwise) train would reverse at Edgware Road, go to Hammersmith, reverse and go back to Edgware Road for its right time working with no further need to reverse. Likewise a late running inner rail (anti-clockwise) would simply be diverted at Edgware Road to Hammersmith, reverse then back to Edgware Road to reverse for its own working. This method of service recovery is used many many times a day when late running occurs and there are no crew reliefs to make the train on time using reformations.
