The full timetable for Waterloo Alterations is now published :
note there is a 23 day closure of platforms 1-8 during 7-28 Aug 2017 so some suburban services will not run, no indication if there will be bus reliefs on the busy Raynes Park-Vauxhall section or if they hope less people will travel during Aug so no buses required.
April 2016 ~ Waterloo International is closed for all train services including in times of disruption and becomes a dedicated construction site.
February 2017 ~ Platform 20 handed back to Network Rail and train services reinstated.
June/July 2017 ~ Platforms 21-24 handed back and works to prepare the former International Terminal for temporary use during August 2017.
Summer 2017 ~ Ten weekends during the summer will see platforms closed at London Waterloo and services changed.
August 2017 ~ 23 day closure of platforms 1-8 (Monday 7 August to Bank Holiday Monday 28 August inclusive) to extend Platforms 1-4 for 10-carriage trains. This will mean Platforms 1-8 and Waterloo South Sidings will be closed throughout. Platforms 20-24 to be temporarily used by passenger services during this period.
Aug 2017 – Dec 2018 ~ After the former International Terminal has been in temporary use it will be closed to passengers again to allow the remaining station construction to take place.
December 2017 ~ Timetable is changed and 10-carriage services start running from Platforms 1-4 on the suburban network during the morning and evening peak periods .
December 2018 ~ Platforms 21-24 open and incorporated into December 2018 timetable with additional train services being provided.
Regarding the train services :
By Dec 2018 the 455 remotoring will have happened, and the extra 30 5 car suburban units (class 707 ?) will be in service.
I understand the plan is to use the new units on the busy lines via Barnes to Hounslow & Whitton (and some associated services such as Staines and Shepperton (via Richmond)
The 455 and 456 fleet will work suburban via Earlsfield (including the Kingston loop)
The recently refurbished Juniper units (class 458) will have First Class reinstated and will work on the Reading lines.
The 450 Desiro sub-fleet that were reconfigured to high density with some seats removed will be returned to standard formation and will allow some 8 car mainline trains to be lengthened. All the additional trains will be on the Windsor side (via Putney) as there is no spare paths available on the mainlines.
The 450 fleet are likely to get a refurbishment (under the next franchise).
Not aware of any proposed track alterations except in Waterloo area, however an additional crossover near Raynes Park has been considered (this would allow trains to call at New Malden then run fast line), this would give some crowdbusting flexibility as it might allow a couple of less busy trains to pick up here rather than running fast from Surbiton, or the peak Shepperton trains to run fast (because of their extra stops they are very full, and cause long station dwell times between Wimbledon and Clapham Jct which limits capacity), there have been some recent experiments regarding a few trains missing some of these stations, but I don't know outcome.
Until about a decade ago peak Shepperton stations missed places like Raynes Park. In Southern days the peak Shepperton (via Richmond) trains ran fast North Sheen - Waterloo, but nowadays fast trains (with just one stop) from Richmond don't exist.
To show how far things have deteriorated, in last months of Southern Railway there used to be an 08:16 from Richmond arriving Waterloo 08:30 (14 mins), its 50% slower now, the 08:08 takes 21 mins and the 08:14 takes 22 mins (both laughingly described as fast services)
