Route 965 renumbered 489, new route:
Sury Basin Sainsbury's, Kingston Station, Cromwell Road Bus Station, Norbiton Church, Kingston Road (via 131 to New Malden), follow route K1 to Tolworth (via Malden Manor and Motspur Park), Ewell Road (Behind Tolworth Tower where 281 terminates), Tolworth Broadway, Riverhill
Runs: Monday-Saturday Frequency: every 30 minutes First Bus: 07:25 SURY BASIN DEPARTURE Last Bus: 18:25 RIVERHILL DEPARTURE

This may have gotten off topic of a simple Portsmouth Road service, but here is my new 965 idea:
Sury Basin, Kingston Station, Cromwell Road, Norbiton Church, Roehampton Vale Asda NON STOP, back to Fairfield Bus Station, Wheatfield Way, Kingston Hall Road, Portsmouth Road, Surbiton Station(via route 514 towards Kingston), St Marks Hill, Surbiton Telephone Exchange, Berrylands Road, King Charles Road, Tolworth Broadway, Tolworth Station, Riverhill
Monday-Saturday Monday, Friday, and Saturday Services all terminate at Riverhill apart from last 3 journeys.
Tuesday and Wednesday services do not serve Asda in Roehampton.
FREQUENCY: EVERY 30 MINS THURSDAY EVERY 35 MINUTES TUESDAY AND WEDNESDAY EVERY 20 MINUTES MONDAY FRIDAY AND SATURDAY
FIRST JOURNEY: 06:55 LAST JOURNEY: 20:00(TUESDAY AND WEDNESDAY) 19:00 EVERY OTHER DAY

I'll bow to the local experts but there seem to be three issues.
1. Do you replace the bit of the 514 that will no longer be served and if so, how?
2. The residents at Riverhill seem reluctant to have any real service hence why the 965 is currently so poor. The last consultation for the 965 said it only had 12 regular users and it wasn't clear where they lived.
3. Do you do anything about a TfL service on Portsmouth Road and if so, what?
My sense of things is that you probably leave Riverhill alone and don't give it any more service.
There is probably something sensible like extending the 481 hourly via Portsmouth Road and the 514 bit to Hook or Tolworth. That would broadly maintain service levels for the 514 route and create some limited new links. Alternatively reroute another service like the 465.

I live locally (Huzzah) so Id like to put my opinion in. The section the 965 is replacing the 514 by is extremly rarely used. Most folk walk up to the main road for 5 or 10 mins where they can catch a bus every 7 or 8 mins. The 85 and 371 being extended are ludicrous. They both rely on double deck vehicles, and the 371 is useful being a short and reliable route. The only feesable option would be to reroute the 465 to run a few metres down the road, then up and double run at Victoria Road roundabout to still give Surbiton Station a service. It might wreck the scheduling a bit, but thats a given when routing anything down Portsmouth Rd. As for an extension to Worcester Park, just use the X26 or the train like any other standard human. And making the route 6 days a week wouldnt be a bad idea, as long as it was turned at Tolworth. The residents of Riverhill I cant see as wanting a more frequent bus service. When I went there once, they were quite hostile, and one person spat at the bus. And even if you did make it 6 days a week, its automatically pointless because you can re route the K1 or just use the K2. Might have gone off track. Feel free to shoot anymore suggestions. I'm a bit lost about your point where the 85 & 371 having double deckers is an issue. There is no height restriction unless some trees need cutting and there are decker routes in other parts of London that will have quieter sections if that's what your referring to.

Around 9 pick the bus up at Riverhill, the other three would be the three ladies who used the route along roads that the 965 no longer serves. A TfL service down Portsmouth road would be desirable, but not essential. As you mentioned, some of it is served by the 465 already. Plus routing a bus down there isn't great on the scheduling side of things. i completely agree with the extension of the 481, and I think it's shared by many people. I suppose an idea could be to extend the 411 down Portsmouth Road to Ditton or just as far to run up to terminate at Surbiton. It gives the road a service, and can relieve some stress on the Tun-Surby corridor.

looking at Bob Smith's Flickr photos he's been round the 965 and 514 roads before the Surrey changes kick in. TfL have gone round and put up timetable panels and I-Bus stop codes on the 514 roads that will be served by the 965. I think we can rest assured that the 965 changes will be happening even though the consultation only closed two days ago. Can you give a link to his photostream? I can't seem to find it.
