Seems the perfect opportunity to hit reset on the railway and start over, with more simplified fares. I think the current franchises were struggling in one way or another. Trenitalia had issues at home which could affect C2C, Abellio is about to lose ScotRail, we know what happened with Northern, Virgin (Stagecoach) has gone, Stagecoach and Arriva were blocked from the last franchise bids I think due to competition or pensions issues... SWR looks to be in peril. Perfect excuse to re nationalise, especially with the majority staying away for so many weeks.

Expect some interesting news in next 24 hours (possibly as stock exchange announcement at 7am Monday) The Government Business for Monday (agenda) includes a written statement from Rail Minister
The 6 month Emergency Measures expire today (paying for a service due to Covid), and it is rumoured that some loss making franchises may be surrendered. The franchisee would lose their bond/deposit. The Government Operator of last resort would take over (it would be nationalised, although the Conservative Government will probably not use the nationalised terminology).

I reckon there will be some sort of extension or the revision to franchising is finally announced but this could be bad news for the likes of SWR if franchises are at risk of being surrendered

This makes sense for many reasons, not least the fact that it would be very hard to get good value from a tender process at this time. I’m impressed with Grant Shapps since he took over from Failing Grayling. I would be surprised if this was a permanent measure though. Once normality is resumed, surely the Tories will want to allow the competitive environment restored to the market in some way.

Having heard Shapps on the radio this am, he was clear that this is a temporary measure, but gave no firm indication of the long term solution.

From 21st September, all franchises (which had effectively been suspended since 23rd March) were replaced by Emergency Recovery Management Agreements (ERMAs) in which existing operators will be set performance targets and requirements, in return for being paid a management fee which will be set at no more than 1.5% of the operator's total cost base prior to the pandemic. Operators now have until mid-December 2020 to agree with the Government to terminate their previous franchise agreements - they can refuse, but if they do this they will lose access to pandemic financial support. So effectively they don't have a choice, and it is simply a matter of negotiating the financials.
Going forward, the Department of Transport will discuss with operators a transition to new longer-term directly awarded contracts, to replace the ERMAs.
