Plymouth CityBus (Go-Ahead owned) has registered a number of timetable changes, which are due to take effect on Monday 3rd September.
There are also service changes, with circular route 50/51 losing its 50A/51A variants via Holly Park - these will be replaced by new routes 44A and 44B which will diverge off the 44 Whitleigh route. Route 28A is due to be withdrawn from Mainstone, but Plymouth City Council is believed to have stepped in with funding support so these journeys may be retained.
PCB will also take over the 48 (Royal Parade - Wembury) under contract to Plymouth City Council - it is currently operated by Stagecoach South West. Within Plymouth the route will be diverted via Cattawade, replacing the short 15 route which will no longer run. Stagecoach will instead be extending its 2A service to Sherford, in the Plymstock area to the south-west of the City, this extension is also being funded by Plymouth City Council. EDIT: the 2A extension will happen later in the Autumn, most likely late October (see below).
There have been rumours that Stagecoach South West was going to take over all the Plymouth City Council-tendered bus services of local independent Target Travel; it has now been confirmed that this will take place from Monday 29th October. Routes 7D, 13, 18, 19, 31, 39, 52 and 223 are involved and Stagecoach will also take over PCB-operated route 14 from the same date. It is not known yet what is happening to Park-and-Ride service PR3, or to Target Travel's "country" routes although it is likely that Stagecoach will also take these on. Target Travel's Operating Licence is being revoked from 31st October although it is possible that a replacement licence may be granted for a smaller coach-only operation. Target Travel bus drivers will transfer to Stagecoach South West under TUPE regulations. The extension of the 2A to Sherford will probably take place from the same date.

Regarding Target Travel, I visited Plymouth at the beginning of May and saw an ex-First London 09-reg E200 with them.
Stagecoach taking over their tenders replicates Stagecoach in the process of taking the remaining Rotala Wessex operation in Bristol imminently.

Stagecoach taking over their tenders replicates Stagecoach in the process of taking the remaining Rotala Wessex operation in Bristol imminently. I believe Target Travel have 2 ex ML/FLN E200s with them, these being former DES1709 (DMS44415) and DES1710 (DMS44416), they also have ex GAL LDP266/272 and PVL156/157/205, the 2 E200s are actually the newest vehicles in their fleet and are on ebay for 29k each.

I believe they bought them off Plymouth Citybus when they withdrew a load of their PVLs.

It's been a fair few years since my regular visits to Plymouth, but I seem to remember 44 variations to Holly Park (44C?) then, possibly worked by Target Travel too.

Target Travel's "country" routes are being retendered by Devon County Council. As Stagecoach has an outstation in Tavistock it may well bid for services in the Tavistock & Yelverton area, as well as the 49, 59 and 94 which operate into Plymouth.
Dartline could also be a contender for the Tavistock and Yelverton area as they already have a presence with the 118 between Okehampton and Tavistock (which was previously Plymouth CityBus route 46).

Plymouth CityBus is to take over the PR3 (George Junction Park & Ride - Derriford Hospital) from Target Travel from Monday 8th October, to the same route and timetable. Last day of Target Travel operation on this route will be Friday 5th October. Some Target Travel vehicles are likely to be acquired by CityBus as part of the deal.

Further edit to the above: Stagecoach introduced the 2A extension to Sherford on Sunday 9th September with no advance publicity whatsoever. It is only a short two-stop extension beyond the previous Elburton Hotel terminus so presumably can be accommodated within the existing timetable by shaving off some of the stand time. Latest news is that 17 Go-Ahead London Enviro400s - E17-24 and E29-36 from the LX06-reg. batch used until recently on route 37 (Peckham-Putney Heath) - are transferring to Plymouth CityBus. They will be converted to single-door and are expected to replace older (and also ex-London) East Lancs-bodied Volvo B7TLs and Plaxton President-bodied Dennis Tridents. E25-28 are not included as they have already been converted to open-top and transferred to Go-Ahead London's commercial fleet (i.e. for uses other than London Buses contracts).
Two ADL Enviro200s have been acquired from Target Travel in connection with the take-up of route PR3 from this Monday, 8th October. They will be numbered 160/161 in the CityBus fleet and one has already been repainted into full CityBus livery.
No news yet on the new operator(s) for Target Travel's "country area" routes. Target operation ceases after Sunday 28th October and the routes have been retendered by Devon County Council.

The status of route 59 (Plymouth-George Junction via Lee Moor) is uncertain as the registration has not been cancelled, neither have the Football Specials for Plymouth Argyle home games (PA1/PA2/PA3) nor school services 57 and 148. So to sum up: Transferred to Plymouth CityBus from 8th October: PR3. One of PCB's gas-powered MANs (no. 70) was operating the service on the first day and PCB staff were giving out free tea and coffee at The George. Tendered by Plymouth City Council, awarded to Stagecoach South West to commence from 29th October: 7D (renumbered 17), 13, 18, 19/19A, 31, 39, 52, 223 (renumbered 32). Routes 39 and 52 will be combined as a single route numbered 52. Stagecoach also takes over PCC-contracted route 14 from Plymouth CityBus from the same date. Tendered by Devon County Council, to end 21st December, new operator(s) TBC: 49, 55, 56, 87/87A, 89, 94, 98. Of course any or all of these could be retained by Target Travel or its successor under its new Operating Licence. Status yet to be confirmed: 57, 59, 148, PA1, PA2, PA3. The Summer Sundays-only 54 (Royal Parade-Bovisand Bay) has finished for the 2018 season and is no longer registered. It remains to be seen if this route will reappear in 2019.

Most if not all of the batch E16-37 are moving to Plymouth to replace EVLs, ex-Brighton Tridents and maybe some PVLs too.

Most if not all of the batch E16-37 are moving to Plymouth to replace EVLs, ex-Brighton Tridents and maybe some PVLs too. E16/18-24/29-37 are the examples to go there - E25-28 went to the private hire fleet as open toppers and E17 was scrapped a while ago after being involved in an accident.
