The 188 & X26 tie for the most and I know this for a fact purely because I have a spreadsheet detailing this on my PC Before the 25 was cut back, it went through City of Westminster, Camden, City of London, Tower Hamlets, Newham, Redbridge and so used to tie with the X26.

Sutton - 21 Barking & Dagenham, Kingston Upon Thames - 25 Havering - 26
Top 3 with the most (home counties are unaffected by this):
City of Westminster - 74 Lambeth - 68 Bromley, Southwark - 55
Top 3 boroughs where routes don't exit the borough in question:

Foots Cray Tesco is in Bromley, you enter the borough and cross the border from Bexley as you come into the grounds of Tesco. You are correct about the 188 also serving Lambeth though, I always mistake Waterloo for being in Southwark.
