Surely the whole point is that there isn't room on buses with limited capacity likely to be in place for the foreseeable future?

I think it's important to look at the wording here, the wording officially said seems to have been "the cost of the new system will not fall on London boroughs". So this suggests that it's going to be funded some way or the other, just not by boroughs.
I think sooner or later there's going to be some movement on this because London is just fully Labour MPs and I can bet you they'll be getting a lot of e-mails to a point the whole Labour Party will probably take this issue on directly with the government in the commons which will be very difficult to defend should there not be a scheme to support school journeys in place.

The problems with this is, other non Londoners may soon see measures as these free travel unfair. It is beggars belief that people believe people around the rest of the country are very wealthy and Londoners are poor. It is even more shocking that bus fares in London are VERY cheap compared to the rest of the country.

It is beggars belief that people believe people around the rest of the country are very wealthy and Londoners are poor. It is even more shocking that bus fares in London are VERY cheap compared to the rest of the country. Is it that really a thing? I’ve certainly never heard anyone say people outside of London are wealthy. Many Londoners, particularly in inner London, are poor - it’s why some boroughs are always part of the “poorest areas in the UK” lists. Something I’ve heard very often from brainwashed people in the north is everyone in London is rich which is so far from the truth, it’s staggering.

I agree although I think the disparity between richer and poorer areas in London is slightly more noticeable than in other UK cities, even in some boroughs it’s obvious where the divide is.
