I think this is madness and makes no sense and only see it as a revenue raiser or someone who has no idea. The vast majority of bus lanes are dead near midnight etc. I could have understand if it were say 7am-7pm bus lanes, which makes sense. If they are still allowing parking in the bus lanes in the evenings etc then it is completely pointless. Sadly a lot of the sensible and experienced people have left TfL over the years, been made redundant as new job role contracts have been created under lower pay.

If you read it, it mentions parking is suspended except for disabled bays & loading bays and there are some parts of London that sees traffic outside of rush hour where this scheme will benefit especially given the increased traffic levels providing the buses can access the lane in the first place which will be the issue that arises.
