Driver must have known that he/she was driving a double decker, and to have the entire roof ripped off the bus was obviously going at speed - no excuse for the driver's actions.

The bus wouldn't have to be going that fast to rip the roof off...... I'm not saying that there is any excuse for the driver. And ex Metroline VP317 was deroofed in a similar incident in Bristol today.... www.bristolpost.co.uk/news/bristol-news/gallery/park-street-bus-crash-pictures-4505098

As for the bus itself, maybe it could be converted to open-top in a similar fashion to Stagecoach's 19169.
