First route to get white blinds? Do you mean when they replaced destination boards about 100+ years ago, or when they switched from dayglow The LTs were first, so presumably it was LT1-8 which I think started on 73

Do bus companies outside TfL control where there bus routes go? Like can they create there routes or does a government like an equivalent to TfL have to create it?

When’s there’s an extension or new route do TfL do route tests? Of course otherwise they wouldn’t know if the roads are suitable for buses. How do they do the route test? Do take out the bus they want to use and test it on the road or is there like a car with measuring equipment to measure whether a bus can get on that route?

Usually the relevant bus type or similar is used for better practically of testing.

Yes they do if the operator runs the routes on a commercial basis and the routes that are not funded/awarded by the local authority or transport body. The recent changes to the network in Chelmsford back in April that saw the shuttles branded* C-prefix changes to the local service was all done by First Essex themselves as an example and the shuttles rebrand has also seen in Basildon and Colchester as well.
*This included the ex Tower Transit DML44171-178 batch from the W15 are now with First Essex for those routes in Chelmsford.

The commercial routes are run however the operator likes. So they can decide themselves the frequency, the route it takes and the fares they charge. They can change the route however they like so for example they can withdraw sections of routes that they deem unprofitable. They just need to give notice to the local transport authority any changes they plan to make. There are also tendered routes that, like the TfL routes, are run to a certain route and frequency. These are normally tendered out by local councils to fill in gaps where there are no commercial services. There are also some routes that can be a mix of both commercial and funded by local council. For example, a route can be commercial during the day but the council may want to pay for a evening/night service. I have also seen routes that are mainly commercial but the council may fund a route to divert off-route to serve a unserved estate or village.
