Looking at the images, it could be some kind of protection for the glass next to the wheelchair space

Protection for a wheel chair space? I'd be interested to know how a black covering on a window would provide protection! Perhaps the window was broken at some point and it just so happens the replacement already had the black area on it

It's just a luggage area and a seat next to that window anyway so it cant be that
