A few points on this -
a) When it was clear the bus driver wasn't going to take her, why did nobody else on the bus step in and at least offer to help with the fare?
b) If the pass was worn down that much, the bus driver should've simply pointed this out to her and suggested getting a new one.
c) Worn pass or not, it's not really fair to kick a potentially vulnerable person onto the street to walk miles and miles. Of course it might be considered bad practice to take a passenger that doesn't necessarily have a valid pass but the pass was a pass nonetheless...
