When someone get's caught & fined for being in a bus lane etc, Does the money go to TfL?
If so then I'd say yes as it's effectively collecting revenue, If not then I'm not sure about it.

I rather imagine this would upset a whole of councillors and their private contractors responsible for parking enforcement. I would much rather that the councils did their jobs properly on their roads and TfL did it on their road network. I would not want people responsible for looking after the bus network diverted on to parking duties. Far better that there is a "fast track" reporting system from TfL to the responsible department and a commitment to get bus stops / bus lanes cleared of parked vehicles.

NTC's i'd say no they are way too busy doing more important jobs rpi's they might be able to fit it in but they aren't gonna always be in the right place at the right time (though they seem to be on the 229's and 89's a lot recently)

Unknown to many, but some RPI's are CSAS qualified. (Imagine it as being a "super RPI") This gives them additional powers similar to PCSO's over and above their normal ticket checking duties. CSAS is the Community Safety Accreditation Scheme. These are powers given by the chief constable of a police force to certain person to be able to deal with some issues that would normally be dealt with by police. Part of this is the ability to issue parking tickets and deal with with low level anti-social behaviour such as confiscating alcohol from minors as well as the regular ticket irregularity duties. Currently they are not tasked to doing parking enforcement this but i understand it is being looked at for the future. Good idea about the money going to TFL.
I don't think it would divert RPI's/NTC's away from other duties, as a NTC/RPI arrives at a bus stop, if there is a vehcile there, issue a ticket instantly, no 5 minutes grace.
I'll put my cards on the table, people parking on bus stops does not bother me to much, its when they park smack bang in the middle or at the begininng of a stop that annoys me!!!
It is becoming more previlant now though, people just park where they like, including zigzags.
As we drivers know, if someone is parked on a bus stop and we can't serve the stop safely, IE, flush against the kerb, we are suppossed to miss the stop and continue to the next one, but imagine the grief that would cause us!!
