TFL specify them as per route record... So why do some routes have them and some don't? Because some blinds are old! Some dayglo blinds are still being used. Operators will only update blinds when they need new sets. TfL are being inconsistent with the qualifying point on the new style.

The rot set in with blinds ever since they started to dumb them down in the early to mid 00's - before that, blinds have consistent displays (mostly, there were a few exceptions like the 45 & 57 sharing separate blinds for the same terminus) and via points. Then they began removing via points until new buses had none and the terminus had vague destinations that aren't helpful especially in places with multiple turning points. On top of that, you now have a situation where they mess with long standing blinds that didn't need changing (no need to change Norwood, Bus Garage to West Norwood) or constantly mess with I-Bus destinations.

The change in regulations to specify the size of the lettering and route number (and that the destination had to be in upper and lower case) was misunderstood as meaning via points could not be retained. The misunderstanding extended to the belief that qualifiers had to be removed. Fortunately this has been reversed. Since then designers has increased the size of the front upper deck windows and reduced the space available for displays.
