It used to be known as a "Spouse Pass", I believe. Issued at the request of the member of LT staff to a wife or husband. A retired member of LT staff wishes to have a Pass for her below retirement age partner. She is not sure what the Pass is currently called or where to apply for it. Can anyone help out please?

I'm assuming the retired member of staff was eligible for the red 'retired' Staff Pass which AFAIK only gets issued to retired staff whom have completed 25 years or more with LT/LT contractor (Buses).
Therefore I think its a standard Staff Nominee pass that they can apply for through TFL.
Other than that theres no other pass as far as I am aware. If they don't hold a 'Retired' Pass and are using their old staff pass which AFAIK they should have handed back when they retired, then they cannot apply for any of the nominee passes.
In all cases, they need to get in contact with TFL as they issue them.
