The TfL Board met this week and the award of the new DLR franchise was on the agenda. It has been announced today that Keolis have won the new franchise for 7 years from Dec 2014 through to 2021 with an option to extend for 2 years. Bye bye Serco. BBC articleNo TfL press release yet.

Who had the franchise before? I never even realise that it wasn't run by TfL.

Who had the franchise before? I never even realise that it wasn't run by TfL. Serco have run the DLR for 17 years. It was even retendered under Ken Livingstone's tenure which was unusual given his preference for TfL running things. It is worth noting that there were 5 bits of DLR operation - DLR Limited (a part of TfL which owns most of the railway), Serco DLR (which runs all of the trains and maintains most of the railway), CGL Rail (built, owns and maintains the bit from Island Gardens to Lewisham), CARE (built and maintained the City Airport line) and WARE (built and maintained the Woolwich extension). TfL bought out the CARE and WARE companies a couple of years ago. CGL Rail remain in place until 2021 when their contract expires and the railway reverts back to DLR Limited. If you look out the front of a Lewisham train heading south you can see the boundary signs where DLR Ltd ends and CGL starts (I think they're somewhere near Crossharbour / Mudchute). CGL, CARE and WARE where PFI contracts to build and maintain the various extensions. Canning Town - Stratford International was a traditional construction project run by DLR Limited with no PFI type arrangement.
