Something that could be better explained is why the 397 and/or 20 are not also being cut assuming they also receive Essex County Council funding?

I'm sure I've read somewhere that they (and the 549) do not receive ECC funding hence why no axe at this point in time. I'm not really convinced that the funding issue has been resolved fully so if TfL can decide to cut the 384, for example, to save money then they may well come and take a look at the 20 and 397 again. There are certainly school specific trips which could be taken out even if it meant overcrowding.

Either way there are alternatives between Loughton and Debden (the 20 and 397 and several ECC routes) so I guess something had to give.
