TfL have updated the consultation page with this (matches what I got back via Twitter). So improvements can really only happen if TfL start pulling in a lot more revenue. Well how about funding it from the Finchley Road or Central London bus cuts. We are told the savings will be used to improve services elsewhere and I am still waiting to see those improvements, so how about the W11 as one of them! Maybe savings from those mentioned schemes have not been as great as first thought.

You may well be right, if passengers numbers continue to fall and cutting services is likely to lead to a further loss of passengers which could be greater than TfL expects, so the financials may change. On the other hand there is not just these cuts but multiple cuts in frequency all over, so there must be savings somewhere.
My key point though is don't indicate that cuts in one place will lead to improved services elsewhere if those improvements aren't going to materialise in a timely way or at all.

As I believe the W11 will become a "basket case" in terms of its reliability if it is rerouted then I'm happy for the change to be delayed as long as possible. Any large scale savings achieved now will go into the overall "efficiencies" basket to meet the impact of the Mayor's fares freeze, loss of revenue grant 2 years early and other changes forced on TfL by the Mayor. There is no money for any improvements this year. I will be gobsmacked if any routes see genuine improvements this financial year (post April 2017). They have to hope something comes right in 2018 because I doubt you can rejig the network for Crossrail properly without some net increase in PVR / service levels. *If* (heaven forbid) TfL have had to change tack and try to do a "cost neutral" set of changes for Crossrail [1] then we're in for a right old hoo-haa in East and South East London once the politicians realise what's happening. I'm assuming West London will be delayed until 2019 when Crossrail is extended and, maybe, Hammersmith Bridge is sorted as I suspect there is some "interlocking" between these two schemes in terms of how TfL can rejig the bus network in West London to release resource, improve efficiency and serve areas like Acton in a different way while also linking to Crossrail. [1] and I would not be very shocked if that is what actually emerges for consultation. I suspect TfL have been iterating their plans several times in recent months to scale back the extent of any extra costs. I also expect that some changes hinted at in Development Papers have died the death completely. I hope I am wrong but I know how TfL / LT reacts to budget cuts from above.
