The large tender "win" for the Tuscany region is giving Paris a real headache reportedly,
It has caused (in part) a profit warning issued because of an ongoing legal challenge against the tender award. Legal costs are mounting up.
They've had to resubmit all the work again, and a final decision is expected in June 2017. The contract is worth several billion euros, so a few million on solicitors bills is probably understandable.
One key plank of the legal challenge by incumbent operator was recently thrown out in favour of RATP dev ( the bidding process was declared fair by the authorities)

One key plank of the legal challenge by incumbent operator was recently thrown out in favour of RATP dev ( the bidding process was declared fair by the authorities) Just copying what DB have done in challenging suburban rail tenders in Germany. They challenge the process in the hope the incumbent buckles under the cost of defending / repeating the original tendering exercise. Unfortunately it has worked several times for DB so they'll no doubt keep repeating the strategy.
