Looks like Piccadilly line trains could be getting new seats. I went on one earlier this week and it had new seats. First noticed in March 2018 they have been incredibly slow to fit these and Covid-19 hadn’t helped

To be honest that's not quite unusual as it's often been the same with buses, some vehicles escaping certain treatments altogether. Having said that bus get replaced much more frequently in comparison.

Look at the length of one train and the amount of seats it has compared to a bus and they are vastly different - for example, say one carriage has 42 seats, 10 carriages per train and 90 trains in total, your looking at 420 seats in one train and tens of thousands of seats in total when finished.

The original concept moquette looks nicer although I understand that they want it to match the colour of the Piccadilly Line.

The new one looks like Crossrail style. If you're referring to Barman then I agree. The Barman moquette is my favourite TfL moquette for its inclusion of some London landmarks (London Eye, St Paul's Cathedral, Big Ben and Tower Bridge). I haven't used the Piccadilly Line in a while so I'm not sure how many trains have it. I think most trains still have the older squares design?
