That could be read in multiple ways - either TC giving operators more time to sort out what they are going to cut at the end of March, or DfT are still thinking about it all, and they don't want to get a load of full notice changes now followed by those changes being changed / withdrawn if DfT do come up with some more funding.
My cynical side wonders if Government will really want large scale bus service cuts a couple of months before the local elections...

For good measure I doubt the £2 single fare cap will be maintained beyond the end of March either.

For good measure I doubt the £2 single fare cap will be maintained beyond the end of March either. We spoke too soon - the Government has just announced that Bus Fare Cap Grant and Bus Recovery Grant are both going to be extended a further three months, from 1st April to 30th June. Up to £155 million of funding will be made available for buses in England and Wales over the three months. The extensions are a response to concerns about the future of bus services after the current grants are due to finish at the end of March, plus evidence during January that the £2 bus fare cap is having a beneficial effect in increasing ridership. www.route-one.net/news/bus-revenue-support-and-bfcg-in-england-extended/
