Seems strange how brand new buses are being operated for the shuttle. Sullivan currently use second-hand buses, and have in the past as well.

Is the Thorpe Park Shuttle commercially run or is it a contract tendered out by Thorpe Park?

Contracted out but that's not to say it's any sort of fair value.
£2 single, £3 return for a 2 mile ride.

And the Thorpe Park terminator has made himself known - 2nd day in service and one of the window panes in the door has been smashed through.
Wonderful.
