In public the IOC will not waver from the party line that the 2016 Games will be in Rio. They awarded them the Games on the basis everything would be ready and at two years out they cannot turn around and admit they are worried Rio won't be ready
However, Rio is way, way behind schedule so it only makes sense that the IOC should privately arrange a Plan B. Given that London staged an amazing Games in 2012 they would obviously be top of the list to step in on an emergency basis. They will also need time to arrange certain venues so it just makes sense to make overtures at this stage
Personally I would absolutely love to see the Games return to London but would be very surprised if Rio isn't ready

To my mind the biggest problem in Rio is the scale of violence and public discontent with the government. No one will want to go to a country where people are rioting against the thing they are attending! That goes for the officials, athletes and the public spectators. Although it's a nice story I can't see the games coming back to London in an emergency. The biggest issue is lack of money - where on earth would the funding come from to stage it? The IOC certainly don't fund - it cost UK taxpayers £9bn. Two years is also far too little time, despite our vast experience, to get everything ready again. Apart from the accommodation issue how would we get things like the IT and Broadcasting facilities sorted or the transport stuff. It took years and years of planning to get TfL ready to run all the extra work with embargoes on engineering work etc put in place years before the games because of the massive lead times there are for some bits of work. You can't turn this stuff off at the last minute. No one would want to see London 2012 just repeated - it'd have to be different and we haven't got the time to plan and stage a different games. Even things like the opening ceremonies etc take over a year to plan and no one has said "please host the games in 2016" so nothing has started.

"Even things like the Opening Ceremony etc takes over a year to plan..." By comparison, Disney was able to produce Bolt from scratch in 18 months in 2007/08.
