Theres a small triangle intersection/turning circle at HAB it can turn at.
It still seems all a bit odd. Is there really that much latent demand specifically at HAB to not only justify upping the service frequency to hourly, but also withdraw the service beyond there? As pointed out, it doesnt save a bus because th route still exists, and HAB isnt exactly going out on a limb either. Whats more there are 5 or so routes in the area that terminate that with a bit of creativity could possibly be jiggled about to provide HAB with a service and withdraw the 375 completely. No doubt this would also strengthen the financial position of the 575 and possibly give it the justification to run extra buses along the whole of its route, not just cherrypick what is presumably the busiest part as TfL is doing.
As snoggle has said though, without seeing the actual consultation its hard to guess the thinking. Though, no doubt, whatever the consultation asks, we already have the answer...

I've just discovered something else on TfL's website. It would appear the other bus route, the commercial 575, is also being cut in opperating times: consultations.tfl.gov.uk/lsp/54e62bca"London General Transport Services Limited has applied to Transport for London to reduce the level of service on route 575 on all days. Currently, 3/4 return journeys operate on Monday – Friday Schooldays and 2 return journeys on Monday – Friday School Holidays and Saturdays. London General proposes to operate one return journey on all days, departing Harlow at 0930 and Romford at 1300 (Monday to Friday schooldays) and 1400 (Monday to Friday non schooldays and Saturdays). On school summer holidays in July and August, the 0930 ex Harlow extends on Tuesdays, Thursdays and Saturdays from Romford non stop to Southend, with an additional return journey from Southend arriving at Romford at 1830 and continuing to North Romford, and on to Harlow on request. Hornchurch and Upminster will not be served by the journeys to and from Southend as they were in 2013." So there you go - if you live in Passingford Bridge, buy a bicycle... :/
