Here's my list of route ideas and extension plans that have never emerged from the TfL incubator into reality.
W19 extension to Aldborough Hatch
306 from Ilford to Woodford Bridge
228 Horn Park to North Greenwich (part replaced by the 132 extension)
330 extension to Canary Wharf
E10 / Ell extension to Chiswick Business Park
223 extension to North Wembley
323 extension to Portelet Road
Rumoured routes to run into Dalston Junction Bus Station that never progressed beyond the developer's Transport Strategy.
W16 to Stratford City (part replaced by 339 extension)
Please feel free to add to my list as I can't know all the schemes that have been considered and abandoned.
EDIT -
U10 to Uxbridge Industrial Estate plus increased frequency / longer hours

Route 129 extended from Greenwich, Cutty Sark to Peckham
Route 199 extended from Bellingham to Bromley North
Route 238 extended from Barking to Becontree Heath

415 extended to Surrey Canal Road from Elephant & Castle That one is not officially scrapped because it depends on the start of work at Surrey Canal Road. That's delayed because of legal issues between Milwall FC and Lewisham Council. The revised bus routes will be funded by the developer so it's likely they will happen and not be subject to TfL's own budgetary issues. |

406 to Fulwell was planned in 2002 together with a frequency increase, pvr was to be 10
43 was to be extended somewhere around that time as well, I'll check when I get home (stupid Content lock)

I'm sure I recall seeing a bus map with the 157 being diverted back to Norwood Junction and the 197 extended from Norwood Junction to Crystal Palace. Not sure what happened but the 197 was then extended to Peckham replacing the 312. 155 extended to waterloo - I'm sure I read something like this before  |

Not sure what happened but the 197 was then extended to Peckham replacing the 312. 155 extended to waterloo - I'm sure I read something like this before Remember in the 80's when it no longer ran on the embankment, it went via York Road to the Aldwych on early trips on a Saturday. (Very handy when I was living at Stockwell) |

I believe there were plans to extend the 3 to Anerley, which was instead done by the 249.

And the 322 to anerley aaswell.i heard a proposal to extend the 40 to forest hill back in 2004.

I recall a proposed route 228 from either Greenwich or North Greenwich to Eltham I think and maybe further. There had been a 228 in that area till the 80s so I guess the number was recalling history

EDIT: Found this on an archived version of londonbusroutes.net 228 Proposed new route, Eltham Green to North Greenwich via Westhorne Avenue, Lee, Blackheath, South Street, Greenwich, East Greenwich, Horn Lane, North Greenwich. Just found a list of proposals from 2003 to 2004 mainly of new routes being created along side existing ones like the 436 & 453 for example. But the interesting one was the proposal to renumber the Crystal Palace to Brixton section of the 2 as the 332 (it instead was renumbered 432).

- 85 was planned to be extended from Kingston (Fairfield) to Seething Wells but that fell through.
- K2 planned to extend from Hook Library to Mansfield Park replacing K4.
- 125 was planned to be extended from Winchmore Hill to Enfield.
