Have your say on transforming Fiveways Croydon
Overview
Road users and bus passengers at Fiveways Croydon frequently experience delays at peak times, especially on weekend afternoons. Transport for London (TfL) is planning to improve road capacity at Fiveways as part of the Road Modernisation Plan.
We are consulting to find out your views on the current situation and on two possible proposals at the junction of the A23/A232 at Fiveways. Following this consultation and further design work, we will choose and develop one proposal. The two proposals are:
• A road, cycle and pedestrian bridge connecting the A232 between Croydon Road and Duppas Hill Road
• Widening the A23 where it crosses the railway by Waddon station and making Epsom Road wider to accommodate two-way traffic
Both proposals would change the road layout, the look of some streets in the area and increase road capacity. Both would also improve facilities for other road users by providing new cycle lanes, more accessible pedestrian crossings and improving bus services.
We are separately contacting residents and businesses whose property may be affected by one or other of the proposals.
This consultation is your chance to give us your views on the principles of the scheme and on both proposals.
Why are we proposing these changes
We are proposing this scheme to:
• Increase road capacity on the A23 Purley Way and the A232 between Croydon Road and Duppas Hill Road
• Help meet a likely increase in traffic, caused by growth in the local economy and population, by reducing congestion and improving journey time reliability
What does the scheme aim to do
We want to make the roads included in the scheme safer, more accessible and more pleasant for all road users. We have designed both proposals to achieve the same aims and deliver improvements, although each would have a different balance of benefits and impacts. Further details of the impacts and benefits of the two proposals are available below.
Both proposals aim to:
• Improve road safety
• Improve bus journey time reliability and access to bus stops
• Provide new cycle lanes and facilities
• Create simpler and more accessible pedestrian crossings
• Widen pavements in some places and improve the urban realm
• Improve pedestrian access to Waddon station
We would give further details of these improvements in a future consultation once we have chosen and developed the preferred proposal.
Proposal 1: A232 Croydon Road – Duppas Hill Bridge
The bridge would:
• Cross the railway at Waddon station to connect the A232 Croydon Road and the A232 Duppas Hill Road
• Remove the need for the A232 traffic to use the A23 Purley Way and Fiveways Corner
Proposal 2: Changes to Epsom Road and the A23 bridge at Waddon station
Widening the bridge at Waddon station, widening Epsom Road and making it two-way would:
• Increase traffic lanes where the road carries A23 and A232 traffic
• Remove eastbound A232 traffic from Fiveways Corner
Comparison of benefits and impacts of proposals
For pedestrians
Removing the A232 traffic from Fiveways Corner would allow us to improve the pedestrian environment. Improving pedestrian safety is a priority of the scheme. This would be achieved by reducing the number of stages at crossings and also upgrading and realigning the existing facilities. We would encourage walking in the local area through the provision of clearly marked pedestrian routes, which would help make local journeys easier.
In Proposal 1, the new bridge would provide a new pedestrian link from Croydon Road to Duppas Hill and provide the opportunity to widen the footways on Epsom Road. This would also allow for the creation of a station forecourt and improve pedestrian access to Waddon Station. If this proposal is selected for development, we would look into options to improve pedestrian access across Duppas Hill Road.
In Proposal 2, there will be limited footway widening possibilities on Epsom Road. However, it may be possible to widen footways on the A23 Purley Way at Waddon station bridge.
For cyclists
We are developing a strategy to improve cycling facilities in the area. The A23 is a barrier to east-west cycling, and there is a lack of local cycle routes.
As part of the scheme, we would make journeys safer and more attractive for existing cyclists and for those who don’t currently travel by bicycle. We are aiming to develop an integrated and accessible cycle network which overcomes existing barriers to cycling.
In both proposals, Stafford Road would form part of the new cycle link from Sutton to Croydon town centre. We would also aim to provide a new east-west link from Croydon Road to Duppas Hill Road. In Proposal 1, this would likely be segregated cycle lanes along the new bridge. In Proposal 2, the new link is likely to be along the A232 on Epsom Road.
The consultation plans shows the likely proposals, but the extent of the works may change following detailed design.
For bus passengers
Both proposals support our aim of improving journey times and timetable reliability for bus passengers in the Fiveways area. To achieve this, we would realign bus stops to improve access and interchanges with other bus routes and Waddon rail station. We would also provide facilities comparable to the existing, if not improved where possible, such as shelters, waiting areas and travel information.
For drivers
The key objective for this road improvement scheme is to facilitate the growth of Croydon town centre and accommodate the projected increase in traffic flows. Drivers currently frequently experience delays, especially on weekend afternoons. Both proposals aim to reduce congestion and improve journey time reliability by providing simpler, safer and more direct routes through the area.
Both proposals would improve road capacity. Proposal 1 would allow drivers travelling along the A232 to avoid Fiveways Corner and Epsom Road by providing a more direct link in both directions between Croydon Road and Duppas Hill Road. Proposal 2 would maintain the same route for A232 drivers travelling eastbound but would provide a shorter route westbound. It would also provide additional north-south traffic lanes across the bridge on the A23.
Traffic impacts
We are currently undertaking modelling and design work in parallel with this consultation. Once completed, the results will indicate how traffic movement around the junction would change. These results, along with those of this consultation, will help us to select a preferred proposal.
Following the selection of a final proposal, we will be able to provide more detailed information on the traffic impacts of this proposal and how this would accommodate the likely changes in traffic levels. This work will be shared in the second stage of public consultation in 2016.
Urban realm
Both proposals are in line with Croydon Council’s aspiration to develop Fiveways as a local centre in this area. Local streets would be improved through measures such as improved lighting, decluttering and repaving.
In both proposals, improvements would be made to the streetscape on Stafford Road. Proposal 1 would also allow for greater improvements to be made to the streetscape of Epsom Road. This proposal would affect part of the green space at Duppas Hill but this would be mitigated through additional planting in the area. The new bridge would have a visual impact on the area; we are considering potential bridge finishes and treatments. However, the expected reduction in traffic on local roads due to the new bridge would provide a more pleasant local environment. Proposal 2 would not affect any green space at Duppas Hill. However, there may be a negative visual impact around Waddon rail station.

Bridge treatments and finishes
The proposed bridge would link the A232 Croydon Road to the A232 Duppas Hill Road. We are considering various possible finishes for the bridge.
Other proposed changes in the area
Achieving TfL’s transport objectives, particularly those relating to the street environment, would complement Croydon Council’s aspiration for Fiveways to become a local centre.
TfL is also working closely in partnership with Croydon Council on a study into journey times, cycle and pedestrian route improvements, and potential urban realm improvements on the wider A23/A232 corridor.
