TfL have started the procurement process for a new suite of IT systems that will help plan the bus network and then manage the bus contract procurement process and also process contract payments. This suggests there will be a link to I-Bus (or its successor system(s)). This initial phase is to "test the market" to see what the industry might be able to offer to help TfL develop its thinking before proceeding to the next stage of procurement. This will be a very big piece of IT infrastructure and crucial for the London bus network.

TfL is responsible for ‘Maintaining and enhancing a reliable, accessible and high quality bus network across London’. TfL is responsible for planning and specifying the bus network, the operation of which is contracted to private Bus Operating Companies (BOC) through a competitive tendering process. The BOCs run services to TfL standards, employing drivers, controllers, engineers and other operating staff, and own assets including buses and garages. TfL monitors the performance and quality of the operation of the network, and is responsible for consultation/external engagement, ticketing/revenue, automatic vehicle location, stops, stands, bus stations and bus priority.
A number of systems are provided by TfL to run the bus services. Among these systems, of particular importance is the set of systems providing a business capability to ‘define and manage routes, services and schedules data with a view to make such data available to other relevant systems and stakeholders in a timely manner’.
These systems also provide functionality to print time-tables for display at bus stops. In this context, it is worth pointing out that while the routes and service definitions (including frequencies and vehicle type) are defined by TfL, schedules are prepared by the BOC (using their own systems) and uploaded to TfL. The current set of TfL systems providing the above described capability are at ‘end of life'. In addition, these systems are not able to meet future demands. Hence, TfL is seeking a solution that will meet future requirements while addressing the shortcomings of the current systems.
While the routes, services and schedules requirements are our immediate concern for a new system, we also wish to explore the opportunities provided by the industry in meeting some of the other business capabilities. These are listed below:
— Capability to plan the development of the bus network by monitoring existing and forecast passenger demand and network performance, and propose and implement bus network changes using a social benefit/cost appraisal framework;
— Capability to manage a competitive tendering process with a view to select a BOC to run the bus services for a route as well as to manage any variations to the agreed Bus services contract. At present a large part of this business capability is supported by manual processes;
— Capability to calculate and make payments to BOC, as per the services delivered.
The intention of this Notice is to notify the market of a ‘soft’ market testing exercise, in order to ensure that the process being undertaken and the requirements ultimately developed for any subsequent procurement are properly informed.
TfL wishes to engage with the market to inform its scope of work in this area and to specify a tender. In particular, the outcomes of the market engagement activity may inform the procurement strategy to be adopted, the formulation of requirements and / or specification and timings.
Companies and organisations interested in taking part in this exercise are requested to contact futurebussystems@tfl.gov.uk by 31.5.2015 and request an invitation to the Industry Day scheduled for 22.6.2015. The agenda for the day will be shared with confirmed participants.
Please note that places are limited to two per supplier and so will be allocated on a first come first served basis and thereafter the remainder will be put on a waiting list should anyone cancel.
Ahead of the supplier day TfL will provide all interested suppliers with an information pack. The supplier day itself will consist of a presentation from TfL and an open question and answer session. Interested parties who are unable to attend the industry day will be provided with an information pack on what was discussed at the event.
Following the supplier day, TfL will provide a questionnaire to all interested suppliers which is to be returned within 10 working days of issue. This questionnaire does not form part of any evaluation and all information provided is treated confidentially. The information is background information which will help TfL in defining the requirements.
Future stages of this market information gathering exercise are still to be determined but they may include, but not be limited to:
— Further written submissions may be used to inform TfL in its continued consideration of the nature of any procurement process which it may wish to embark upon in the future;
— TfL will also consider whether further clarification or soft market testing will be carried out to develop the views of the market more specifically;
— TfL is under no obligation to follow up this soft market testing in any way or with any interested parties. Any such discussions will cease in the immediate run up to any formal competition.
