They are considering for Sevenoaks to be part of Greater London in the future, and if that happens, Oyster will obviously be extended there, but this will be a long time anyway because it needs a lot of planning.

Whose extending the Greater London border? I bet you Sevenoaks residents won't want to join as part of London considering that many in Croydon & Bromley try to foolishly regard themselves as part of Surrey & Kent - sorry but you live in a London borough whilst Surrey & Kent's borders retracted to where they are now years ago.

I think you're getting things mixed up : there hasn't been any plans for Greater London to swallow up Sevenoaks, but rumours about an Oyster extension there have been around for a while. The last expansion plan I've heard of, and apologies for off topicness, was a proposal from Kingston to absorb parts of North Elmbridge, around Molesey and Thames Ditton, but that was getting on for 25 years ago, and clearly nothing's happened!

I think you're getting things mixed up : there hasn't been any plans for Greater London to swallow up Sevenoaks, but rumours about an Oyster extension there have been around for a while. The last expansion plan I've heard of, and apologies for off topicness, was a proposal from Kingston to absorb parts of North Elmbridge, around Molesey and Thames Ditton, but that was getting on for 25 years ago, and clearly nothing's happened! The Mayor has the ability to influence rail services in an area which is wider / larger than the Greater London administrative area. This wider area was added to the Mayor's powers during Ken's time and allows TfL to add to / take away from franchise scopes. None of this involves a change in the council / local authority administrative areas. It is also worth adding that extending Oyster to Swanley and Dartford was a "reasonable endeavours" obligation in the extended South Eastern franchise and amazingly it's been delivered. It is quite clear that the local rail user group at Sevenoaks really do want Oyster extended to Sevenoaks but I think that's a fair while away - linked to TfL taking over South Eastern inner suburban services. I doubt it would mean Sevenoaks moving into the zones either - it may remain a South Eastern controlled station and for pricing purposes (as happened with Shenfield which remained with Greater Anglia). This document has a couple of maps that show where the wider boundary is for South Eastern and West Anglia. Both areas now have Oyster ticketing extended in to them but not yet to Sevenoaks.

I was going off topic a bit myself, but I saw it a while back on the BBC London News and Inside Out London. They were talking about extending to Sevenoaks and also Dartford. Is it true that back in the early 1970's what was then Staines (now Staines-Upon-Thames) had the chance to be a part of Greater London but the council then responsible for Staines turned down the opportunity.
