I've noticed that some ex-First/Tower Transit buses have seatbelts installed in the driver's cab. I'm just wondering, why is this not a general practice across all bus vehicles and operators?

I think it was purely the result of First Group's approach to health and safety risks. Other operators have presumably not reached the same conclusions. I think it's the case that the main HK bus operators (KMB and Citybus/NWFB) all specify seat belts for bus drivers. Not sure why. [ checks ] Seems it's a legal requirement where belts are fitted. www.td.gov.hk/en/road_safety/road_users_code/index/chapter_5_for_all_drivers/seat_belts_/index.html

I personally think it's good of the company to care for their drivers a little. But given Rambo's comment, perhaps not every driver would favour this.
