Multiple people are reported to be injured in the attack, the police are assuming that it is due to gang rivalry.
I agree this is serious and something needs to be done.

The 15 year old arrested has been released on police bail. Apparently more than 90% of acid attacks reported in London were in the borough of Newham.

Acid attacks have been taking place for several months. Slightly misleading calling them acid attacks, because some of them are actually alkali based chemicals used to spray at people.
Started in Newham and Barking areas and only recently has spread as a robbers tool of intimidation across London.
The perceived threat of "acid attacks" at Notting Hill Carnival almost caused injuries after crowds fled what was believed to be an acid attack which was just a bog standard fight.
