New Consultation opened 14 Sept revising LSP Environment (Emissions) changes to meet ULEZ DRT features (flexible pick up and on-demand services) Health and Safety updates Information & General updates consultations.tfl.gov.uk/lsp/guidance-updates/I am guessing services like Chariot, the realisation that App based booking is growing, have prompted this. Clearly the whistleblowing section in H&S has come about due to the problems with Uber. Looks like the changes are to bring the policy into the modern era

Looks like the changes are to bring the policy into the modern era And to avoid the inevitable accusations from politicians and those in possession of "massive axes requiring grinding" that TfL is not regulating an emerging part of the market properly or ensuring proper and consistent Health and Safety and Environmental practice. While they may not say it publically I suspect new or potential entrants will not be happy with yet more regulation given they're already moaning about TfL's "inflexibility".
