The line from Rotterdam to Hoek van Holland was closed some time ago, for conversion to a Rotterdam Metro line.
The work has been much delayed, but is now complete and most of "de Hoekse Lijn" will reopen on Monday 30th September as part of Metro line B. The end section between Hoek van Holland Haven and Hoek van Holland Strand remains suspended for now EDIT: expected to reopen in 2021
A preview service will be operated from 12.00-20.00 on Saturday 28th September, between Hoek van Holland Haven and Schiedam Nieuwland. Travel will be free.
Dutchflyer Sail-Rail tickets and International train passes (e.g. Interrail) may be used between Hoek van Holland Haven and Schiedam Centrum, to connect with the frequent and extensive Dutch National Railways (NS) network. They are not valid for travel into Rotterdam itself on the Metro.
Access to the line is still available for freight trains, but the reconstruction of the line and stations to Metro standards means that it will not be possible to operate the through passenger "Boat Trains" that existed in the past. It has been some years since these operated anyway, with even the through Hoek van Holland-Amsterdam Centraal trains having ceased some years ago.

Nice to see that the work is finished. It was a real old saga getting the line converted. Not one of the Dutch's best moments.
