They are nothing but a money making scam imo. Seems like all the local councils are jumping on them like standard cctv or parking enforcement cars. Labour councils seem the worst for this. You also find councils like Waltham Forest has dozens of these cctv cars coupled with traffic wardens and lamp post mounted cctv.
These things used to be enforced by the police back in the 80's and early 90's. Sadly the days of common sense has long gone and councils that blow money foolishly on vanity projects and over inflated salaries and pensions for leaders look at more ways to gain back money from joe mug.

Yes I remember them being enforced by police and they could see the whole picture and would often just have a quiet word with drivers about minor infringements but as you say it's just a money making scam for councils nowadays.
