But then why not do a direct swap between PD and TL? If for the 621 I wonder why they wouldn't prioritize sending hybrid vehicles to the 684 first as it still hasn't got its allocation yet iirc.

Perhaps there might be plans for the other Volvos, considering more will likely be made available if the 47's cutback to London Bridge goes ahead. For example could a further 6 be freed up for a 129 bid?
