The vehicles will have been re-registered to 10 plates from the booked 59 registrations. It's a totally legal (for buses) and widespread practice.

Slight correction, the vehicles will never have been registered with the allocated 59 plate, so it is not a re-registration. As the first registration of the vehicles would not have been until today, the 1st March, their allocated 59 plates become invalid and the correct 10-plates issued. Vehicles can be kept on private property after delivery without being used or registered. The vehicle is new (for licensing wise) the day the vehicle is first registered - a vehicle delivered new today, and not registered until 1 March 2013 would be perfectly entitled to receive a 13 plate, but why have an asset sitting around for 3 years before using.

Also shows that it is possible to have a striking route branding without blocking the windows up with contravision. First in Bristol (whom I used a couple of weeks ago) please take note.
