Westbourne Park is one.
With Garages the ideal thing to do is to book in advance.
However you can walk into the garage and ask a nearby member of staff if you can speak to the garage manager. If a member of staff is not present, make your way to the main building and explain to a receptionist who you are, what you are there to do after this is done ask if you can speak to the garage manager.
CELF is pretty good too. Its on a road and not private land so there is nothing stopping you from taking photos.
Hope this helps!

Just be careful as some may take exception to photo's being taken. Though with a good SLR camera, you can zoom in and take loads.

TBs yard is good for getting photos of, although you are not permitted to enter, you can get good shots from the road.
