The days of the free consessionary bus pass seemed to be numberered as the costs escalate out of control. Afurther problem is shortfulls in the revenues is having to be made up by fares increases which drives the profitable fare passengers away Further problems are the 20% reduction in the fuel rebate and the Goverments £100M reduction in funding support for the schemes
An idea of how much of the cost is loaded on to fares can be found from some HCC data. Concessionary travel amounts to about 34% of journeys but brings in only 24% of revenues so there is a 10% shortfull. Full fare paying passengers account for only about 40% of journey so it adds about 23% to fares
The concessionary fares also starve public transport of investment which further discourages use of it

Remember the number of voters who are OAPs, if any government try's to remove it, you can tell that they won't be getting the OAPs vote. Also remember they have paid there own taxes etc so deserve free travel (well that's my view). If I was an OAP or disabled I wouldn't be to pleased if my free travel was taken away. Plus this government has pledged to keep it.

bob Remember the number of voters who are OAPs, if any government Tory's to remove it, you can tell that they won't be getting the OAPs vote. Also remember they have paid there own taxes etc so deserve free travel (well that's my view). If I was an OAP or disabled I wouldn't be to pleased if my free travel was taken away. Plus this government has pledged to keep it. It is in the same position as Public sector pensions the current scheme has become unfordable. Things being looked at it to restrict them to pensioners that have actually retired and to those paying basic tax only. Also possible on the cards is an annual charge for the passes. It may be nice for them to be free but it is no longer affordable and the £100M Westminster reduction in funding for the scheme & the 20% fuel rebate scheme is likely to be the final straw The other problem is more & more of the cost is being loaded on to fares and the bus companies are seeing fare paying passenger numbers fall which makes the situation worse as they get over 1.5 times the revenue from a fare paying passenger compared to a pass holder. This is leading to more routes becoming uneconomic and being cut back. Councils have already had to make cuts this year in supported services and there will be more cuts next year. Something has to give. There are no plans for significant changes to the disabled pass scheme other then some tightening up of current rules also if they have a car provided under the motorbility scheme they would not get a free bus pass.

I've said it before bob is ageist he just does not like pensioners. And I've also said before pass or no pass the elderly will always travel free on my bus they've earned that right. You wanna save money then charge kids outside of traveling to and from School, charge extra for buggys during rush hour. Get rid of the halfrate fares for benefit cheats.

No matter how bad the economic problems are for the UK's bus services, concessionary passes should always remain no matter what. Elderly people generally deserve the right to travel free as they have paid taxes all their lives. Disabled people also deserve it, as they are disadvantaged enough as it is, and they often cannot drive. The government need to subsidise it more. The government should be encouraging bus operators (outside of London) to operate commercially, otherwise they will withdraw services, and an alternative service will have to operate under contract to a local council, which is not good.
In London, kids should not get free travel. Maybe on travelling to school, they should be able to pay very small amounts (i.e. 10p to 50p) or maybe even get it free, but NOT at any other time. Obviously schools and colleges have different opening/closing times, especially with colleges where some students don't have lessons all day. Maybe have reductions/free travel from 7am to 5pm. Also, as chazaroo says, make people with buggies etc pay more in peak times (although that might be difficult to sort out in terms of Oyster cards). Chazaroo, I agree there are too many benefit cheats, but not everyone on benefits is cheating.

Secondly, don't speak to any Admin or Mods in that way on the boards, keep it to PM's, that's what they're there for. Thirdly, even an 18 year old is taught at university on how to properly reference their work when quoting from other sources. I suspect you are much older than that and yet cannot quite grasp this simple concept on an online forum. Finally, I bring your attention to the announcements board.
