Considering it's the current Mayor who introduced Oyster 60+ for those over 60 who haven't reached pension age because of the reforms, I can't see it happening.
As for free travel for young people. Ken opened up a Pandora's box when he introduced the scheme, it's become so established that no Mayor of whatever party will axe the concessionary schemes.
Boris did scrap the original Bus and Tram Oyster photocard scheme due to the way Ken funded the scheme, but re-introduced the scheme a few months later using TfL funding and increased the benefit groups who are entitled to discounted travel.

I wonder if running times or later journeys has anything to do with costs?
If so, then I think route 199's last journey towards Bellingham from Canada Water (which is at 01:00 am) should be removed and the last journey at 00:30 instead. From what I've seen, the 199 barely collects anyone between 01:00 and 01:35 am and it would be a waste of money, fuel and time for it to run empty. If people want to get to Greenwich around those times, they can get route 188 from Canada Water or N1 from Surrey Quays if they also want to go to Pepys Estate.
