Unfortunately there's more to this story than what is said in the article, which as always in such cases, is one sided. Knowing the driver involved and I am unable to comment further.

These incidents are never straight forward as Eggmeister says. The problem is that the law does not compel TfL or its agents (the bus driver in this case) to force people with buggies to vacate the wheelchair bay. This issue was discussed at length during the Transport Committee's investigation and it was pretty clear that TfL do not want a legal right for wheelchair users to access the wheelchair bay. This is because they don't think throwing people off buses is the way to go. If you're the person in the wheelchair then I recognise that's not helpful but the problem is where do you stop?
The demands from the various sets of users - older people wanting a seat near a door, mums with buggies, people in wheelchairs, people with luggage and shopping all want space on the lower deck and there is not enough space for everyone. Leon Daniels said TfL were trying to refine the allocation of space on buses but there are no easy answers as low floor buses create certain issues such as wheelarch intrusion.

I would think there is far more to this than meets the eye. As a rule, I find most BX (and BV) drivers to be very professional and polite, however the service is. The poor 89 driver I had on Tuesday evening during the train woe was politeness personified (his steed was WVL372, at about 17:30)

Yet another arguement involving buggies and wheelchair.
