That's only some daft rule that TfL came up with, DDA doesn't start for another three years and the whole route would be duplicated by other supposedly fully accessible buses, the 436 could do the Paddington Basin bit I think we have seen elsewhere by a post from Mr Daniels that this duplicated route exception fable is just that, a fable. I am amazed at the number of people who if they repeat a statement more than 'x' times believe it becomes fact. As it stands the 15H has to be off the road by 2017, but TfL are currently looking as if there is anyway of making it an exception to this law (and it will not be TfL that makes the call) I'm really not at all sure what to make of all the conflicting information on post-2017 DDA policy, from various official and not-so-official sources!... I suspect, if I were to guess, a way will be found to allow RMs to survive on the 15 beyond 2017, and if that is the case, knowing Leon Daniels, he will make good on his promise to make the insides of the buses more original looking. Personally, I'd like to also see the back of the ugly advert frames on the RMs too, with any advertisements applied to be to 1960s/70s size.

There never has been an exception to the DDA rule which comes into affect in 2017. What there has been is an exception to the 100% low floor TfL rule - so an exception to a TfL rule, not a law. Whether TfL can find and exploit a loophole within the DDA law is yet to be determined

Legislation around accessibility is nowhere near as straightforward as it may seem. I noted after the post on which I was quoted that, yes, this is a TfL principle rather than a hard and fast law, seemingly founded on TfL wanting to meet the DDA standards ahead of the deadline. I would expect that TfL is also keeping the Equality Act public sector equality duty in mind when considering this sort of thing. I haven't looked at the legislation recently but there may well be a mechanism for DfT or VOSA to grant limited exemptions post 2017, similar to some of those granted for rail vehicles. I expect the bar would be set quite high but a single route, with few vehicles and which is entirely duplicated would surely stand a decent chance. There's certainly something in there allowing a limited number of days operation per year.

I remember a classic faux pas on the BBC London News a few years ago, can't remember what the story was, but the photo in the background was taken from Waterloo Bridge and showed a RT on the 109!!
