The TfL move isn't really relevant given employees get free travel. For those employees who commute into Central London termini or live to the west then it may be somewhat unattractive given journey times may be much extended. Crossrail will help to reduce journey times when it opens.
I think you are seeing a connection where there isn't one. I don't know if you have followed the ins and outs of TfL's cost reduction measures but rationalising the office accommodation portfolio is part of the strategy. TfL were in negotiation to get hold of empty office accommodation at Canary Wharf that was surplus to the needs of a big firm of lawyers. The decision to switch to Stratford was taken at the last minute after TfL were offered an extremely attractive deal by the developers of the site at Stratford. There is a problem for TfL, although they deny it, in that the original plan was to move people to Canary Wharf next year so 55 Broadway and attached offices could be vacated. That has now gone back three years which means the redevelopment plans (and the money from the sale) for 55 Broadway are delayed. I don't believe that had *anything* to do with a rezoning proposal. The rezoning happens in 2016 but I think the earliest TfL can move people to Stratford is 2018.
One of the things that is in your terms and conditions with TfL is that they can shift your office location anywhere in Greater London. I have worked in about 10 different buildings / locations with TfL and once had to move my department at 8 hours notice - good planning eh? Just as well I was so experienced at moving that I could move my team at that sort of notice. I have a friend at TfL who lives out on the Met line. They complain enough about the dire journey into Central London. I can only imagine how full of joy they will feel about a crush loaded journey to Stratford!
