There is a bit more detail on the plans here. Towards the end of the page is a pdf brochure which includes details of proposed changes to bus services. Three routes will be withdrawn from OxCirc, these being the 22, 94 and 113; the 22 is curtailed to Conduit Street so is still within easy reach of Oxo (not clear what the exact terminal working will be). Also the 159 is cut back to Oxford Circus. I don't think there is an explicit mention of what happens to the 94 and 113, but I'm guessing they will be curtailed/diverted to Marble Arch. There will still be stands on John Princes Street, plus new stands to the east of Oxford Circus from 2022 for the 55 and 73. In the interim there will be a temporary arrangement, but there doesn't seem to be any detail on where bus stands will be located during the interim period.
I find it ironic that the first sentence mentions that buses remain an essential and fundamental service to people and then they go onto mention that three routes will be removed from Oxford Circus and frequencies reeduced.

The brochure mentions that the 98 and 390 are the only routes that operate end-to-end along Oxford Street and implies that both will continue to do so, with a short diversion around Oxford Circus. Routes 7, 12, 22, 55, 73 and 159 will apparently "turn round in a more efficient configuration once the scheme is completed" (whatever that means!) "reducing noise and air pollution in the surrounding streets". Routes 94, 113 and 139 are not mentioned. However the brochure states that "currently there are thirteen bus services that operate through Oxford Circus, in the future there will be ten". Assuming this ten includes the north-south 88 and 453, this implies that the 94, 113 and 139 could be curtailed or diverted away from Oxford Circus.

They've intended to cut the 94 for years now, this is finally the opportunity they need. The intention was always for routes like the 139 to make up for the loss of links. The 139 will continue to link Oxford Street to Regent Street and Piccadilly while the 6 links Piccadilly from Marble Arch, while the 390 links Oxford Street

Totally agree, if a particular bus route is still allowed to go down the western part of Oxford Street then those buses should be used to maximum benefit and provide links beyond Oxford Circus. No way that the 139 can cope on its own through to Piccadilly Circus. Proposed cutback of the 94 is very disappointing. It’s total dogma, just like sending empty buses on route 6 down Park Lane.

In an ideal world with no money constraints I would just have put a road from TCR to Marble Arch in a tunnel. With suitable exits for passengers etc

Iv thought that tfl as a very small consultation extend the 7 to Piccadilly Circus. That would maintain a route from the full length of Oxford Street to Regent Street.

I'm not sure how well this will all work in practice, but the new layout will mean that e.g. the 55 and 73 no longer have to cross Regent Street only to terminate immediately. Perhaps this is what they mean by a more efficient configuration.

On page 19 of the brochure that I linked to above, there is a map that shows exactly where the stands will be. 55 will stand on Margaret Street; 73 will stand at the southern end of Great Portland Street.
The 7 will indeed use Holles Street to reach its stand. The 113 does not appear on the map because it is one of the three routes being cut back from Oxford Circus.

The fiddling with roads and side turnings around Oxford Street has been going on for years
When I first came to London in 1980s nearly every junction was open, subsequently moved job and was based near Bond Street (behind Debenhams) and remember clearly the road being narrowed in late 1990s and many side turnings being blocked. I lost one of my cross London driving shortcuts (come up Davies Street, staggered right left into Marylebone Lane by Berkshire hotel). All now given over to pedestrians.
These sort of routes allowed traffic to keep the bus routes free, but of course policy has now shifted and traffic is forced onto the main routes slowing the buses.
Glad I have moved away from London, it has become too anti-car and anti-bus as well
