If my records are correct, then yes. Although, a word of caution regarding E400s: the oldest are 10.1m, newer ones 10.2m and those Euro VI at new 10.345m.

You are asking a question there is not hard and fast answer for as there is no official definition. Different people will have different interpretations of what these types of route are. There are no wrong and no right answers. Use a definition that seems logical to you.
