Some operators are more specialised and have resources that are best utilised on rail replacement. They have dedicated service controllers (and CIAs/Pilots if necessary) and have a large number of buses not in use on the weekend (such as Sullivans with quite a few deckers allocated to school routes). They also deem the work to be cost effective, which an operator on the other end of London may not with the amount of deadruns and ferry movements necessary. Also, the current driver shortage is not helping things, so why add more work that you can't fulfill?

So I drove the Clapham Junction to Hampton Court route on behalf of South Western Railway. The routeMAP LINKThe service is scheduled every 30 minutes. Stops served are Clapham Junction, Earlsfield, Wimbledon, Raynes Park, New Malden, Surbiton, Thames Ditton and Hampton Court. All of the stops are either round the corner or within eyeshot of the stations. The route can only use single deck vehicles due to the 11'9 clearance under the bridges at Thames Ditton. There's no practical way to bypass them with deckers and still serve the station. Wimbledon could probably do with staff presence to help customers onto the correct buses - it's always busy and people do need help. New Malden is always interesting. Lots of people asking which side of the road for Clapham Junction and which side for Surbiton. The answer is both sides for both destinations. The locals are aware of this and approaching rail replacement buses create a panic, with people dashing across the road in a bid to reduce their waiting time. This activity is unsupervised and creates a hazard for motorists so extra care and patience is required. If the Hampton Court service was routed via Norbiton and Coombe Lane, then all Clapham Junction bound buses could depart from the same stop, but this would create a time penalty through Kingston Town Centre during shopping hours. LoadingsHeavy. The bus was full right up to the front platform on several trips from Surbiton to Wimbledon and some from Surbiton to Hampton Court as the Christmas Fayre was on. Some demand management took place to get Surbiton bound passengers off the bus at Clapham Junction and vice versa as there were numerous faster, direct services available. Running timesGenerally timed for Sunday shopping hours. Temporary traffic lights in the Plough Lane area and traffic in Hampton Court quickly turned a 60 minute layover at Hampton Court into more like 35 minutes. Vehicle Choice149 capacity Mercedes Citaro-G was initially allocated due to chronic oversubscription of this service but a 68 capacity Mercedes Citaro ran out as cover. Coaches and minibuses covered some of the other duties on this route. Some loaded to capacity ahead of the departure time and were sent on their way. A Streetlite was used to ensure a consistent 30 minute service between Hampton Court and Surbiton, a smart bit of service management. SummaryA nice route. Not too long, not too short. Polite passengers and motorists and lots of tourists. It's nice to be able to see the other buses out on the job and there are always buses in the Wimbledon area with 'interesting' blind displays which do stand out. Route difficulty rating - 2/3 (intermediate) Enjoyability - 5/5 (very enjoyable) Next route review - Orpington to Sevenoaks

There were also 2 Plaxton Presidents (GAL and Metroline) which was a nice surprise.

TFL are charging the standard bus fare on the replacement buses hence they need a suitable ticket machine on the bus which is why they've gone for london operators.

So they couldn’t block buses leaving or departing, not without risking a visit from the police and Abellio management strike me as wanting any excuse to call them.
